Dans son analyse, Sylvain Evrard montre que leurs relations oscillent entre coopération et compétition. Les cartels profitent des failles institutionnelles pour renforcer leur pouvoir et leur légitimité sociale, tandis que l’État, tout en tirant parti de leur influence économique, cherche à préserver son monopole de la violence légitime. Un jeu d’équilibre complexe où chacun trouve, parfois, son intérêt.
